Abstract

The purpose of this study is to emphasize the importance given to the education programs for the rural schools among the educational practices of the Turkish Republic, which were aimed at providing equal opportunity. The data provided in this study is gathered based on the review of primary education programs that were introduced during the republican period, using the document analysis method. The first arrangement for rural schools was made with 1927 Rural Schools program in the republican period. This was followed by 1936 Draft Rural Schools Program, 1937 Program for Rural Schools with Instructors and 1939 Rural Schools Program Project. In 1948 Primary Education Program, some content arrangements were included. Joined classes were targeted as an issue of the rural schools in 1962 Draft Program and 1948 Primary Education Program, which aimed to resolve that problem permanently. On the other hand, the problem of joined classes were referred in the scope of the general program implementation in the programs of 2005 and beyond.
