In this sense, the exam results on reading skills, mathematics and science of the most successful five OECD countries were compared to five OECD countries with lower achievement scores. The data used in this research study were gathered from the website of OECD and related publications. As a result, it is found that the academic achievement of Turkey is lower than the achievement of the most successful of five OECD countries and the average of OECD countries. For 2009 PISA, Turkey was in the second level on each field. The results show that the Turkish educational system is not good at training individuals with researching, questioning, problem solving, critical and creative thinking skills which are thought as the fundamentals of the educational purposes.
